Many people charge for panel washing and also charge solar repairing cost of a specific item has limited guarantee.
In solar power plants or in solar industry warranty depends on three things: the first serial number of the product..  The second reason behind fault or failure,  and the third bill of the system. 
 If a service person opens an inverter without original manufacturers permission as far as the problem in inverter then original manufacturer. Send their service person for validation there does not depend on the dealer , distributor or supplier.
